Everyone bought recovery machines and as many as a million technicians were trained and buyr-114 certified to handle refrigerants. Five years later, contractors handling large jobs, especially those involving CFCs, are still recovering refrigerant. The compliance rate is probably as close to 100% as it can get. For technicians working on R-22 systems, however, the situation buyr-114 is murkier. "There''s nobody looking.
