Everyone bought recovery machines and as many as a million technicians were trained and certified to handle refrigerants. Five years later, contractors handling large jobs, especially those involving CFCs, are still recovering refrigerant. The compliance rate is probably as close to 100% as it can get. For technicians working on R-22 systems, however, the situation is murkier. "There''s nobody looking.
